Is there an audit or oversight of the 7A money?

Yes. Issue 7A includes a requirement for an annual audit of all spending as well as oversight by a rotating group of citizens from within the district. The Front Range Passenger Rail District is a public body with an appointed board of directors that governs the District. Its meetings and budget are public, and its finances are audited every year by an independent auditor, as Colorado law requires of local governments.

The board's members are appointed by the Governor and confirmed by the state Senate, by the Colorado Department of Transportation, and by the regional transportation planning organizations along the corridor, so every part of the District is represented. The board meets in public, adopts the budget in public, and posts its agendas and minutes.

Issue 7A revenue can be spent only on what the ballot language names: building, operating, and maintaining Colorado Connector service and connecting the communities along the route. Election Day is November 3, 2026.
